State institution that belongs to the sphere of management of the NAUCS. Among the activities of the Center for Adaptation of the Civil Service to the Standards of the European Union are scientific, expert, information-analytical, methodological, organizational and other support for the preparation and implementation of programs and activities in the field of civil service and public administration, their adaptation to EU standards, development of public institutions in the context of Ukraine's European integration, the use of institutional instruments in Ukraine.

Hanns Seidel Foundation in Ukraine

The purpose of the international work of the Hanns Seidel Foundation is to promote the creation of decent living conditions around the world. Through its projects, the Hanns Seidel Foundation promotes the sustainable development of countries on the basis of democracy, peace and Christian social ideals. At the same time, the principle of “aid for self-help” (providing assistance to states so that they can help themselves) is the main idea of the Hanns Seidel Foundation outside Germany.

Swiss-Ukrainian Project “Decentralization for Improved Democratic Education (DECIDE)”

Swiss-Ukrainian Project “Decentralization for Improved Democratic Education (DECIDE)” is  implemented by DOCCU NGO and Zurich University of Teacher Education (Sweden).

DECIDE is aimed at supporting two key reforms in Ukraine – education and decentralization.

      The project promotes:

  • improvement of the potential of ATCs to design and set in practice the decentralized education management models, including education development strategies and plans and their implementation;
  • improvement of the professional level of local self-government officials of ATCs in general and education administration staff in ATCs;
  • improvement of methods and tools of civil society and citizen engagement in education management.

The National Democratic Institute (NDI)

The National Democratic Institute is a nonprofit, nonpartisan, nongovernmental organization working to support and strengthen democratic institutions worldwide through citizen participation, openness and accountability in government.

Council of Europe Program “Еnhancing Decentralization and Public Administration Reform in Ukraine”

The program is implemented in the framework of the Council of Europe Action Plan for Ukraine.

The overall goal of the Program is to ensure effective functioning of the local self-government system in Ukraine compliant with the European standards and good practice and provision of high-quality public services to the population.

The program is composed of the three inter-related components:

  • improvement of legislative framework on local self-government in line with the European standards and good practice;
  • enhancing capacities of local and regional authorities to deliver efficient and service oriented public administration;
  • raising awareness of the results and impacts of decentralization of power and local self-government reform among the general population.

United Nations Population Fund (UNFPA)

The UNFPA, United Nations Population Fund, promotes gender equality, reproductive health, youth empowerment. The organization was created in 1969, the same year the UN General Assembly declared “parents have the exclusive right to determine freely and responsibly the number and spacing of their children”. Together with partners, UNFPA works in 150 countries, and in Ukraine since 1997.

UNFPA in Ukraine works for:

creating conditions in which every young person can fulfill the potential, lead a healthy lifestyle, know their reproductive rights and take an active social life;

conducting sexual and reproductive health campaigns to improve access to health and care services and improve its quality, especially for young people;

combating gender stereotypes in society (through the media, compulsory education for civil servants on gender mainstreaming, the improvement of national gender policy and anti-discrimination expertise of school textbooks);

providing information and services to gender-based violence survivors through the creation of crisis centers, supporting the work of mobile teams of psycho-social and support, providing expert support and raising general awareness in society.
